I think that any money that any public entity can raise without confiscating from the public through taxes is great. The only thing about that is that you must watch carefully to make sure it is spent correctly, (on what it was raised for) and that no one starts leaning on people to attend, since the people holding it have the ability to arrest. As long as there is oversight on the books, I think it is great and that Harig should be commended for being innovative.
