Geo, actually he's a procecutor, defender, and provider of legal advice. Here's part of his job decription under civil advise right off the county's website Quote | The county attorney is the legal advisor for the county board of commissioners, county departments and agencies. The county attorney is not authorized to provide civil legal advice to private citizens in his or her capacity as county attorney. As the legal advisor for the county, the county attorney serves in a role that is similar to that of an in-house corporate counsel. The county attorney provides legal advice to the county board and county departments to assist the county in providing many public services, such as waste management, child protection and the protection of vulnerable adults. Other areas of civil advice include defending challenges to property tax values, representing the Human Services Department on welfare appeals, enforcing county environmental and health ordinances, and forfeiting property used in connection with criminal activity. Additionally, the county attorney's office assists the county in buying property; negotiating leases and contracts; and in defending against personal injury, workers compensation, employment, civil rights and other law suits.

The county probably wouldn't have to hire an attorney. The County's insurance carrier would probably hire an attorney to deal with the situation. Nelson would have nothing to do with it.

Nelson is not an attorney specializing in labor relations, he is a criminal attorney by nature and in service of the county would be used to defend lawsuits against the county as stated in the description posted by maddog. I do not see union negotiations being anywhere close to being the same as lawsuits against the county.
Just wondering here but how would union arbitration fall under being covered by the counties insurance policy? If an arbitrator is needed, I thought that it was provided by the state labor relations board so where is the need for an attorney in all this?

Depending on the union contract, the arbitrator would be provided by the state labor board. An arbitrator is a private judge who usually is an expert in the field that he or she practices. Participating in arbitration is like going to court, but it not as formal. The county would need an attorney to represent them and advocate for them at the arbitration. If this dispute falls within the parameters of the county's insurance policy, the insurance carrier would provide an attorney for the county at the arbitration. If this dispute does not fall within the scope of the policy, the county will either have to hire an attorney or make Nelson handle the arbitration.
