Who cares when the military started giving them surplus? The militarization started before that, the Cadillac Gage Peacekeeper Armored Personnel Carriers have been in use since the mid 80s, New York swat had a tracked APC in the 70's, and Cleveland had one before that called Mother.
So I'm going to have to agree with Cato institutes date of 1979.

I can't imagine what it must be like to feel the need to twist everything someone says, or outright lie about what was said, just because I don't like the subject or person.
