It is now clear that any deal with Iran will by its terms be a non-binding agreement. A non-binding agreement would allow the President to by-pass congress because it is not a treaty. I would argue that Obama thinks he is above the constitution. He wants to go around congress and take it to the UN and if passed there, it could then become a international binding agreement, ergo, treaty. What ever happened to checks and balances? This administration has thrown it out the window along with the constitution.
