They might have moved there before the skate park was there, but the beach has been there for decades, and there were young people hanging out there after hours back then, too. If they weren't complaining about the skate park, they'd be complaining about people sometimes hanging out at the beach late at night, or people partying on boats on the lake.
It's like living next to a school and complaining about the bells ringing. If you want that much privacy, move to an exclusive gated community.
That said, have the police department patrol that area a little more at night. That's a better solution than the expense of moving the skate park down by the pool — where kids will scale the fence and then skate in the drained pool.

I haven't watched anybody skating down there this year. But I watched a bit last year. It just looked like a bunch of skaters and BMX type bike riders having fun.
Some of them were actually pretty acrobatic. It was kind of entertaining to watch really.
That's a pretty good spot for the place. It's fairly centrally located for the most part.
