I'm not sure that it is. The example above of the Blue Dog Democrats is a good one, like Tim Penny. Or Teddy Roosevelt, he might've been a Progressive domestically but a he was a hawk on foreign policy.

Personally I don't use the term Progressive much to describe current politics. It's used by conservatives when they're repeating the diatribes they hear on Glenn Beck or Sean Hannity, so it's lost its meaning. They go after Progressivism the way the Two Minutes of Hate went after Emmanuel Goldstein.
