I agree-- taxable valuations increase/decrease is another issue. Maddogs post centered on his observation that Freeborn County tax levies are higher than any surrounding counties--and offerred statistics on the following:
Higher levies (over half again higher) compared to 2001
Higher tax levies compared to other counties (half again higher compared to Mower County, TWICE that of Waseca and Faribault county, higher than Steele County). Freeborn County spends within a few hundred dollars of what Rice County does, though their population is nearly twice as many.
Higher spending per capita than any other nearby County
Maddogs contention is that by any measure, Freeborn County spending is higher than any other. My question--why?

From the Rochester Post-Bulletin, Jan. 6, 2004--"Property taxes on the Rise". The article compares 32 cities in outstate Minnesota--all cities over 9,000 population. The Citizens League compared taxes on a $100,000 house in each city, ranking County, City, and School tax rates, as well as Total tax rates.
Albert Lea came out in the middle of the pack--#17. It would have been much higher, but the CITY taxes in Albert Lea ranked #32--the lowest of any city with a population over 9,000. Albert Lea residents paid $1,000 even on a $100,000 home. Rochester residents paid $1,085, but Quote | Austin taxpayers paid the least, according to the survey. The owner of a $100,000 home in Spam's hometown paid $666 and saw property taxes fall 7.7 percent from 2002. | Other listed total tax bills included Cloquet--$1353, Bemidji--$1284, Red Wing--$1276, Duluth--$1041, St. Cloud--$932, Winona--$763.
The BAD NEWS for those that live OUTSIDE the city, was that the high taxes of the County (ranked #9) and the school (ranked #3) made up the difference.Quote | The combination of rising home values and local tax-levy increases has again sent taxes jumping in many communities. Albert Lea LGA Cuts/Tax levy Increases Freeborn County property owners may see a 9.94-percent increase in their county taxes in 2004. The city's LGA was cut by $1.1 million over the next two years. The city is raising its local property tax levy by 38.6% over their 2003 level (or $626,690). Under the proposed budget, the city portion of local property taxes for 2004 will increase by 32.7%. 'Nose': You can thank pawlenty and his spend the money in the metro and their subburbs for our widespread outstate funding problems. They should start by getting rid of ALL unfunded mandates, and then just keep going...

Hang onto your seats...you ain't seen nothing yet! Their just getting started, getting up to speed. Taxes will really start blowing up each of the next 5 years. Then once the snowball get's that big, we'll really start paying. Remember Sparks has already determined we'll build a new library as well.
We'll need to jack up taxes even higher for that. Don't worry, it's always easy to dream up ways to spend other peoples money.
