It simply needs to be worked out on a national level, one or more transpotation companies, state approved of course😒 would be responsible for collecting revenues. Most new cars have WiFi hot spots that could aid in the process, (don"t worry Expat, I'm sure something can be done to retrofit your Yugo) Monthly billings, deadbeats could even have their car disabled as they pass sensors.
There"s even an option for those who don"t care to partisipate, surface streets.

^^It's time to stop your whining about Obamacare, it was a good idea gone bad because of participation. People like your son who refused to buy insurance drove the cost up for all of US. Add to that the free-market gouging by the Pharmaceutical industry and high cost outfits like Mayo and we have a failed health system
We are in the same situation again now that the Republicans have the repealed the insurance purchase mandate, we'll see a flood of people with no insurance flooding the emergency rooms, and even those of US who have insurance will have to take a number and wait.
Recent headlines about drug costs and their escalation in price is merely a sign of the failed free-market system.
