a "concerned citizen" could just take their cordless drill, make a couple small holes in the  bottom, and the problem would solve itself!

Ultimately the onus is on the contracted provider of the porta-potties. They are the ones that are being paid to provide a service.

There probably isn't a lot of competition for that service in Albert Lea. That probably makes said provider operate in a less than stellar fashion.
