I mean seriously, is this some kind of joke on the public? She ADMITTED doing what the old city administrator did and he was convicted. It's Nelsons job to bring charges and if he can't to request someone else take a look at it.
Neither if these things are being done and our county attorney is not doing his job.

When they found out Moen had apparently charged personal expenses to the city credit card, who in their right mind would not say "you don't give me immunity, then I don't testify."
A deal was struck.
It surprised me that the judge only allowed the defense to ask if she had ever charged personal expenses to the city credit card. If she answered yes, that was as far as the defense could go. They couldn't ask what she charged, yet the defendant was on trial with pointed purchases brought to light. Only if she denied it could they have asked about the charges.
I would have thought the defense would have asked "did you receive a deal from the prosecution in return for your testimony."
Absent a deal, no attorney would have let Moen testify.

Rhonda Moen admitted under oath committing the same crime as the person she turned in. As long as she remains un-investigated and un-charged we can have no trust in our city government. These are not honest people.

The editorial in the Albert Lea Tribune on Jan 6 is ridiculous. They have to be kidding us with this editorial. How can you publish the response of Winkels and Bjorndal with a straight face? They both have knowledge of Moens actions. Either one can pursue Moen IF they wanted to. So could the Counyt Attorney. It seems the “old boys and a girl club of Albert Lea” has circled around their member. Not only are they failing to prosecute Moen they look the other way (or facilitate?) a sweetheart deal by the City Council for Moen’s hubby to pay back money he owes Albert Lea. He already has a sweetheart job as a city employee. Just call Albert Lea “Little Chicago”. No wait….even Chicago has cleaned itself up.
