How about a 5% additional sales tax, and while we are dredging we can build an island with all the dredged silt, and then we can build a $40 million dollar library on the island with a casino next to it? We could name it Gabby Island! We could also have a medallion hunt every year on the island to draw people to the area.

Can't build on dredged silt. Good thought though, but I think it would be a 'mudallion'.
