After reading the story in the fabulous AL Tribune, i got to thinking. How can Sparks delagate money from the Police and Fire pension fund to fix the downtown area? it was my understanding that this money was to be used for Police and Fire equipment and for other things that are related to helping the safety of the citizens.
anyone know???

He can do anything he wants and he'll just fix it on paper later, he openly talks about juggling the books at city council meetings and to the Tribune all the time and nobody really seems to care.

You can't possibly be suggesting that the chief of police or the fire chief should stand up to Sparks are you? Ask anyone at the fire department about the dent Sparky put in the refrigerator when he was asked by a fire captain to reconsider one of the decisions he had made. Just to make sure everyone in the room understood his decision was final he threw a kitchen chair across the room and against the refrigerator. Of course nobody in the room could tell the council about this behavior because city employees aren't allowed to address the council.
If the Fire Chief or Police Chief had a spine they would demand that Sparky not squander their money buying peoples silence. It's really strange that certain outspoken people in this town have been silent about this port authority thing (Psssst... If you keep quiet about this port authority thing I'll funnel some money out of the pension overpayment fund for the downtown).

Did I miss something GEO? Are you saying mall merchants do not pay any fee when they set up in the concourses and clutter the mall with their over priced junk? Does it matter if it is private property as the mall?
GEO, you just need to chill and think of all the business this will bring in for you, you are just that much closer to retirerment!

I collect and pay sales tax that filters back to the city these trancients do not, everytime that their is a craft show my sells drop. I would say most of them collect tax however pay none because there is no license required.

I find it frightening that Sparks wields that much power, what would happen if he ticked off the right person enough to lead to an investigation into his business dealings and/or antics. Think anyone has more power than him in this community??? Or is that just wishful thinking on my part?
