Incorporate new people with new ideas into the Good Ol' Boys run administrations. Perhaps having a Chamber Director that only served as a Chamber Director instead of running every program and having the ability to block anyone who wants to do something, and having Board Members that are not tied to every other group would be a good start. If you are on the City Council you are on the City Council and do not serve on any other boards - AT ALL - including ALEDA and Greater Jobs. You also should not be working for programs that derive their funding from other projects as we have seen with S.H.I.P. and most likely will experience with the Blue Zones Vitality Project if they have their way. I would also suggest that the "Editorial Board of the A.L. Tribune" be expanded to include people that have objective views rather than listening to the three wise people that believe their views are always the correct and virtuous views that we all should share.
I find it fascinating how all of these people that are Directors in this community, spend so much of their time sitting on other boards and attending these meetings while being paid to do another job - I think it is even funnier how these same people will sit and tell you how much they volunteer - if you are being paid for your time you are NOT a volunteer!

I mean, if you are honest and really objectively scrutinize them. If you wanted to find out how to improve the system. What you ultimately would do is fire every last one of them.
Then you would start to get some answers as to what could be done to improve things.
As people tend to gain much more clarity, or perhaps more of a willingness to expose, the wrongdoings in an organization. After they are no longer satiated and complacent because of the pay, perceived prestige and all the other trimmings, they enjoy and benefit from.
Both egotistically speaking and financially.

Of course they will invariably come back with how much more they could make somewhere else and so on.
But funny. . . I don't see any of them leaving do you? lol
Beware of the small town hucksters who kindly offer their extraordinary services. Even though they could go anywhere in the world they want to. But instead have chosen to help your little town.

It's hard to say. It is easy to be critical when you are on the outside of it. But people's egos get stroked a bit when they get into a position like that. And their attitudes and views start to be more indicative of that. Than what they initially purported as their reasons for gaining those positions for in the first place.
Even at a seemingly low level of government like The Albert Lea City Council. You see people, who are outside of it, that are enamored by the positions. To the point of not being critical enough of what goes on,
Or any of the local government positions, really.
A better way of making a local system more representative of the population. Might be to shift more of the pay to the council.
And get rid of some of the other entities.
Make the people that hold the council positions take up more responsibility.
If you payed them more. You might get better people in there.
Then they could make taking charge of all matters more of a priority too. The way it is set-up makes for a weak system that is easily corrupted it seems.
