The City Council should consider an ordinance against this if we don't already something to cover it.

I didn't click on it, but based just on your description, that sounds like the car whistles, with the guy that says, "They go Woo! Woo!"
He's become somewhat of an Internet celebrity, in an urban Forrest Gump sort of way - at least on sites like fark.com. I think his name is Bubb Rubb, or something like that.
