It seems that the county board has authorized a six person crisis team to throw away up to $4000 counseling people at the Red Lake reservation. It seems that they decided to do this in a 4-1 vote at the human services meeting 2 weeks ago when there was no media present.
The only reason I even know about this is because Belshan brought it up at the County Board meeting this morning. He was trying to explain to the other 4 idiots how the county could get reimbursed by the Bureau of Indian Affairs if they did it the right way. Of course not one of them heard what he was saying since half of them were trying to get him to shut up and the other half were calling him names under their breath.
I wonder why the other commissioners don't want to talk about the crisis team and the 4-1 vote to waste county money?

I would guess that all of the items in Bold Face are represented on the Reservation--millions of dollars of State and Federal aid--but obviously, that is not enough. Now, add to that--"One $4,000 program from the citizens of Freeborn County".

I can't imagine that they even want a bunch of strangers on the reservation, let alone a bunch of government do gooders. Don't they think there are enough people pushing themselves on them now?

I'm a member of the Crisis Response Team for Freeborn County. As far as I know, we haven't been requested...the team only goes if it is asked. Maybe the county okayed it in case the Team was asked to respond like it was for the Rocorri school shooting.

It was nearly a 15 min discussion so I cut it down to a few key parts. First is Nelson trying to play dumb asking if they should be talking about this, then it's Behrends going to get Big Dave some coffee, and the last part is Mathiason trying to figure out if the attorney general or the US attorney sent the request. (I think big words like attorney confuse him)

Fact: April 5, 2005 at our Human Services meeting the Human Services Board (which is the County Board) "was informed that a preliminary inquiry had been received from the US Attorney General's office and National NOVA office asking if the team might have members available who could respond to the situation on the Red Lake reservation if called upon. A question was posed regarding the few team members who are agency staffed whether they might be able to participate on county time if their schedule would permit." I asked staff if the Sovereign Indian Nation had requested this, and was told no. I asked if the team would even be allowed onto the Reservation to counsel, and was told if they couldn't, the counseling might be to people living outside the Reservation but working on it. I suggested we should know the amount prior to authorization, and would like to see the written request(s). I asked for and was told that the amount of staff dollars to be approved would be no more than $4000. (All of this was done by verbal request, no documentation or contract for services was presented to the board.) In a 4-1 vote the Board approved a motion "authorizing staff to participate, if able, in response to a request for assistance."
So I phoned Beltrami County, and asked if they had requested help from our County. I informed them of our vote to authorize our staff to assist. They said they were not in need of help at this point, their County was handling it. They also asked if we knew that the Red Lake Reservation is one of 2 closed Reservations in the country, and their County (which has a Human Services office on the Reservation doing certain mandated services) would not give services on this issue unless formally requested by the Sovereign Nation, then they'd write a formal contract for services, document every staff hour, and turn it in for reimbursement from the Bureau of Indian Affairs.
Next I phoned the Tribal Secretary at the Red Lake Indian Reservation. I asked if they had requested help from our County. She was not aware of any request, or offer of assistance from our County, they had many offers of help, and they were screening offers at this point. She told me we could touch base at a later date.
Today, when approving our County staff assistance agreement with the Shellrock River Watershed (an agreement for staff services to the Watershed) our County Attorney told us that it is good to have a written agreement with another government entity. I also thought that was a good idea, so during break I wrote a draft motion.
During Commissioner Items I made this motion: Before sending staff to Beltrami County or Sovereign Nation, 1) County Board shall be given copies of request for assistance. 2) Administration will contract with Beltrami County, the Red Lake Sovereign Nation or BIA (Bureau of Indian Affairs) for possible reimbursement of County staff's time, travel, and lodging. 3) Administration and staff will bring the above requested information to the County Board for approval or disapproval of granting County staff to assist the requesting entity by approving or disapproving leave of absence, leave with pay, and a written agreement of reimbursement with BIA, Beltrami County or the Sovereign Nation. Liability issues will also be addressed in a written contract with the parties requesting assistance.

After watching a few of these board meetings, I am wondering why you, Dan, don't go wandering around the room when some of these idiots on the board are presenting something. Couldn't you bring a bag and make yourself a peanut butter sandwich and then go get yourself some coffee? It shows a complete lack of respect and a lack of professionalism when they wander around when someone is speaking. Don't they have any rules for how they conduct themselves during meetings?

I think that as long as we have it in the budget, and no one in Red Lake has requested any help, we should send the crisis team to City Hall. They really really need the help. Maybe they could counsel the council. (english ya got to love it.)

The sad thing is I don't think he even realizes that he voted to allow them to go.
