Springborg spoke for remodeling the county building as opposed to building a new facility."When I say remodel, I don't mean replace a few door handles and do the minimum,"he said. "I think if we remodel it, we should remodel it to the point where things are good and set for a while."The building is in a good location and structurally sound, he said. If it is crowded, some departments like the highway department and license bureau could be moved off site. Jail overcrowding could be dealt with by increasing home electronic monitoring as an alternative to jailing people convicted of "stupidity crimes" like DWIs, Springborg said.
"They need to have a penalty to pay, and they need to pay their debt to society,"he said. But that doesn't necessarily mean that they should sit in jail at taxpayers' expense.

Although they have not decided what will be done to the courthouse, the Freeborn County commissioners are considering bonding at a special meeting next Tuesday. Bill Helfritz, county finance manager, urged the commissioners to bond for the project before interest rates drive the cost up even further. In a memo to commissioners, he disclosed the cost of bonding for the project has risen $2.9 million in the last 16 months. His figures did not account for Wednesday's interest rate hike.
In October 1998, a $12 million bonding project would have been at 5.07 percent. With interest paid, the total amount paid after 25 years would have been $21.4 million.
Looking at an interest rate of 6.410 percent means that same bond will cost $24.3 million.
"If you are going to do anything, bond now,"Helfritz told the board at Thursday's meeting.
He suggested the county should begin the bid process now so it can be locked in at a lower interest rate. There are indications that interest rate will go up again in March, he added. "We're looking at a trend here, and the trend is up."
Start to finish, it should take about 60 days, but the key factor is the bid date, said Gene Smith, county administrator. After it is locked in, the county's bonding would not be affected.
Helfritz suggested the county put the money in escrow until the commissioners decide what to do about the courthouse.
"We do know that we're going to have to do something, with the ADA and OSHA standards at least,"Helfritz said. "I would point out that any delay is costing us money."... "I made that exact recommendation 18 months ago when interest rates were as low as we're ever going to see them,"Brian Jordahl, chairman of the board and first district commissioner, said. "This is not rocket science. This is financing 101. I would implore you gentlemen not to miss this opportunity again."...
"If we move the engineer's office out to the county shop, that's not free. That's going to cost money too,"Jordahl said. "This doesn't lock us into any decision but at least we'll lock into the financing."

Yes, and of course he was 100% wrong. Interest rates went farther down and we could have saved millions by waiting.
