That's really too bad. I wonder if her carrier is complacent because the Shopper is free, so it's not like he/she can lose customers on their route. Calling to complain obviously hasn't made any difference, and it doesn't look like there is any consequence to your carrier's behavior.
Does your mother know who the carrier is? Maybe if one of you explained her situation to the carrier the situation would change.
