I've read alot of articles that state some of us are overreacting to this EO, none of them, including the one you linked have made me feel any better. They all tend to leave out some very important parts. And I still can't find the original 1950 Act. Along with the other things I highlighted there are some more things, (some might be duplicated from my first post, I'm tired):

Senators Warn Americans about Secret Government Policies
March 24, 2012. Washington. For the second time in ten months, two US Senators have made a courageous and public showing against what they call, “alarming” and “secret” government abuse of power. Senators Ron Wyden (D-OR) and Mark Udall (D-CO) first took their warning directly to the American people on the floor of the US Senate. Now, they’re taking their fight directly to the door of US Attorney General Eric Holder. Last week, Eric Holder once again refused to disclose the Obama administration’s “secret interpretation” of the Patriot Act.

“While the executive branch has worked hard to keep the government’s official interpretation of the Patriot Act secret from the American public it has, to its credit, provided this information in documents submitted to Congress. However, these documents are so highly classified that most members of Congress do not have any staff who are cleared to read them. It permits the military to function on U.S. soil as a civilian law enforcement agency. It authorizes the executive branch to order the military to selectively suspend due process and habeas corpus for citizens. The law can be used to detain people deemed threats to national security, including dissidents whose rights were once protected under the First Amendment, and hold them until what is termed “the end of the hostilities.” Even the name itself—the Homeland Battlefield Bill—suggests the totalitarian concept that endless war has to be waged within “the homeland” against internal enemies as well as foreign enemies. ----- The Reagan White House, in one example, set up an internal program to distort information and intimidate and attack those of us in the region who wrote articles that countered the official narrative. The program was called “public diplomacy.” Walter Raymond Jr., a veteran CIA propagandist, ran it. ANOKA, Minn., March 12, 2012 /PRNewswire via COMTEX/ -- ATK ATK +0.02% announced that it is being awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement from the Department of Homeland Security, U.S. Immigration and Customs Enforcement (DHS, ICE) for .40 caliber ammunition. This contract features a base of 12 months, includes four option years, and will have a maximum volume of 450 million rounds. The special hollow point effectively passes through a variety of barriers and holds its jacket in the toughest conditions. HST is engineered for 100-percent weight retention, limits collateral damage, and avoids over-penetration.
The Department has an open bid for a stockpile of rifle ammo. Listed on the federal business opportunities network, they’re looking for up to 175 million rounds of .233 caliber ammo to be exact. The 223 is almost exactly the same round used by NATO forces, the 5.56 x 45mm.
