Long needed.  Good to see this is finally moving forward.
I did not reread the SRF report.  I did read it a decade ago when it was first published.

The section that will be done now is the most challenging for a number of reasons. The largest challenge in my opinion is the confined space limited right of way, especially the Marshall to Hawthorne stretch.  Keeping access to the homes that do not have alley access will be a real issue and inconvenience to the residents.  Overall traffic flow and detours will be a headache.

Next in line is dealing with the utilities.  Again, the limited work area will make it a challenge but also keeping services going is always a challenge.  

3rd will be the horrible soils in the Richway to Hammer section.  My guess is there is a decent amount of $$ added into the current construction estimates to deal with this.  If I remember correctly from what I was told many years ago, the soils are very bad (peat) and the utilities are actually on piles to support them.  

Getting potentially 80% of the project funded by the FEDS is HUGE.  And if the City and County can find other state funding to help with the rest, especially if they can find some PFA funding or other utility infrastructure funding that would be great.

The approved SRF fee for doing the planning work and design seems reasonable for the preliminary design and all the FED requirements that are a necessary evil when FED $$ is involved.

Overall, this is good.  Cant wait to see what they actually proposed for the design and if any ROW acquisition will be proposed or needed.

I have been informed by the surveyor in front of my shop there are plans for traffic circles.

Sorry he said Round About. In my mind, although their is a difference, however I see no difference. First experience with them was in Europe. As I was walking in Elephant Circus I ask a Brit for directions to Piccadilly Square He told me to carry on down to the round about. Turn left and you'll see the tubes. I looked at him like I had asked a french man for directions. He looked at me and said oh your American. A round about is what you Americans call a traffic circle and the tubes you Americans call the subway.

Will a Roundabout require purchasing some or all of the properties located on the corner of Bridge and Marshall i.e.  Security Bank, the Credit Union, Insurance Building, Old Grocery Store?

Roundabouts aren't pedestrian or bicycle friendly, any children trying to navigate one of these things are flirting with death.

Bridge and Marshall would be a poor place for one of these monstrosities ....

found their plan, somebody needs to get fired....Blue Zones— you betcha!

Roundabouts ARE safe for pedestrians and bikers.  As long as they are designed properly.  

I remember seeing that layout as an OPTION in the original report.  The project is just moving to preliminary design.  There is NO final plan yet. The figure you show doesn’t even show a roundabout.

The original report and concepts were done LONG before Blue Zones came about.

Like I said, if they are designed right.  Not familiar with that one but by what you posted it does not look like it took into consideration pedestrians very well. Also, that one is a highway.  Looks like 4 lane divided with 2 through lanes within the roundabout.  This one is far different than what would be needed in the Bridge Avenue situation.

My guess is that there will not be finally plans for some time.  It will take many months to complete the required environmental review as well as the historical review.  My guess is there county and city will have open houses to discuss and show preliminary plan options.
