I thought this was an interesting concept/idea. I don't think it is a new idea but I think it does have some merit.
The city of St. Peter is trying to not only entice former residents that have moved away to come home but to show the city as a viable place to call home, work, raise a family, etc. to people who have never lived there. The city of St. Peter has been slowly but steadily growing (hard to gauge true growth though when a tornado levels 1/3 of your town) over the past decade but these initiatives have really started to spur residential growth the past year. They have sent out a mass mailing to former residents and also advertised the incentives in newspapers for people to move to St. Peter. The city is starting on their second affordable housing subdivision (Washington). The first subdivision (Nicollet Meadows) sold out 80+ lots in a couple months. Some lots in this new subdivision are priced as low as $10,000. The program will also work with new home owners in securing a builder, financing, etc. How are they paying for it? Not 100% sure but I believe part of it is funded by a grant from the state, the city & an affordable housing organization.
Any thoughts? Would this work in Albert Lea?

That's just a bedroom community for people commuting to Mankato. It's a way to circumvent the high cost of new housing in Mankato. Much like the small towns near Rochester.

True, but that bedroom community is adding population and expanding it's tax base.

Albert Lea tried something similar a year or two ago here's the website.

They also sent out thousands of postcards to Albert Lea residents that moved away after highschool.
The random pictures on the front page don't seem to have anything to do with Albert Lea and the website really doesn't have much information on it.

Mason City and the whole of Iowa had a similar program. The governor even had luncheons in various US cities, hoping to get Iowans to return.
My question is this:
Why do they concentrate on previous residents? Why not invite everyone? It seems rather inbred if you ask me.
