I saw on the news this morning that the Austin council has stated that to come into the JOBZ zones in Austin, retail businessess won't qualify, any new business has to be a noncompete with existing businesses, and a minimum wage of $10.52 has too be offered and that the wage can be changed if so chosen by the council.  I would guess there will be more additional info made available in the Herald today.
