Man accused of growing marijuana at national wildlife refuge

MINNEAPOLIS - A Minneapolis man accused of growing marijuana at a central Minnesota national wildlife refuge has been indicted by a federal grand jury.
The U.S. Attorney's Office says 48-year-old Richard Gregory Maertens is charged with manufacturing in excess of a hundred marijuana plants.
A criminal complaint says U.S. Fish and Wildlife Service officers found about 170 marijuana plants in the Sherburne National Wildlife Refuge near Zimmerman following a citizen report in August.
It says Maertens was seen tending to and harvesting marijuana plants in the area.
Maertens could face five to 40 years in prison, if convicted of the charge.

How can a 40 year sentence possibly be right?

Oh I get it?!? It was a national wildlife reserve so the feds got him.

Still, does the crime really warrant that long of a sentence?
And where exactly are they getting 'manufacturing' from?
It would be a pretty big leap to use that word as defined in the dictionary.
It must be a great feeling to redefine the english language to suit your own needs.
I could see this kind of a sentence for making meth or something, but for planting seeds that would grow with or without someone's help??
