Certainly not her work or education in human resources, both of which appear to be lacking. The defense of local government? We can't find experienced and educated people to come to Freeborn County or Albert Lea, but when we hire them, we'll send their position title to Minneapolis and let them assess what they should be paid.
Inflated salaries for unqualified people.
