The proposal that will come before the Albert Lea City Council next week regarding concessions with the Teamsters Local 320 union includes a combination of unpaid leave, a reduction in the uniform allowance and a reduction in hourly employees’ holiday pay in order to prevent the elimination of one patrol officer from the department.

In what is titled a memorandum of understanding between the city and the union, the Teamsters concessions are described as covering $35,000, which is half of the amount needed to save the officer position.

The memorandum did not elaborate on possible options for the city to make up the other half of the position.

Specifically the memo includes the following Teamsters union concessions:

• Employees will either take four hours of unpaid leave during each of the four quarters of the year or donate four hours of holiday time accrual during the last accrual period of each of the quarters.

This equals out to 16 hours of unpaid time or leave hours that will be given back to the city for each employee.

• Hourly employees agree to temporarily suspend holiday premium pay, which gives time and a half pay, and instead work each paid holiday for straight time.

• Patrol officers will reduce their semi-annual uniform allowance from $350 to $100.

The memo states that when the value of the concessions ($35,000) is reached, the concessions would be discontinued the following pay period.

Under the memo, the concessions would be null and void on Dec. 31 or if the Police Department drops below 20 full-time patrol officers by means of lay-off, termination, attrition, voluntary separation, retirement, death or promotion.

The agreement will come before the City Council Monday.

The council’s decision will affect the department’s most junior officer, Steve Charboneau, who received his layoff notice Jan. 7 after the union and the city were previously unable to reach an agreement about saving the position.

The position has been in limbo for several months after the council had to cut more than $1 million from its 2010 budget and the Police Department could not find grant funding to save the position.

Well that sounds simple enough, we'll just raise taxes again to cover the difference.  And next year when the concessions are over, we'll raise taxes more to cover that also.  Thanks Albert Lea Police Department!  Now those of us who haven't gone into foreclosure already will just ask the bank for a loan to cover our ridiculous property tax rates.

Seriously though, I think it's great they're willing to concede on these issues and agree to a cut in both holiday pay and uniform allowance.  But like usual it seems they want the taxpayers of Albert Lea to keep paying more than we can.  Many of us aren't lucky enough to have the job security, pay, or benefits of working for the city, so for just one year can we have a break?

You have a problem with that, send your army of guys in blue uniforms to see Pawlenty if you're looking for someone to blame.

The City Council approved 2010 budget for the Police Department is $3,680,000.00.

If Chief Winkels can't come up with $35,000 out of this years budget and $70,000+ for next years budget then Police Chief Winkels is getting rid of an officer and nobody else.

$70,000 a year for a police officer sounds crazy. :crazy: Is that right?

The City Council shouldn't have to vote on this matter at all... The Chief has the money or he doesn't...

Base pay, retirement, social security taxes(employer match) .Medicare(employer match), workmans comp., costs unknown to the public related to employing a PO.

Stuff adds up.

Sounds like the City Council will not be voting on their half Monday or they'll be in trouble with the state after the Tribune reports them. Last day for officer Charboneau is this Sunday..  :dunno:

I love that every single cop will have to pay a FINE of $1000+. What crime did they commit you ask?

A Jury of our peers found that the credibility of a citizen was more credible than that of two Sworn Albert Lea police officers.
The Jury basically found that the Albert Lea police committed perjury on the stand.
OfficersTaylor&Charboneau: GUILTY  
Sentence: $1000+ fine for every police officer in the police department
