Why do these places continue to fail these checks? Is it because they're too busy when the person is sent in there?

couldn't it be argued that these type of stings could be entrapment?

It's not like waiting in line to buy school supplies at a Kmart some place in the Twin Cities area. lol

You have to pretty much be an idiot to serve a minor. It's simple really. If you don't know them, card them. Let's be honest...in most small town bars, you usually have the same people there day in and day out. On the off occasion someone walks in that you don't recognize, you card them.
Don't get me wrong. I despise nothing more than the police manufacturing a crime under the guise of public safety. That form of policing should be outlawed.
