I was watching the last county board meeting and the Office of the State Auditor was giving the board a report and they said that someone had sold County property without going through the proper procedures. When Belshan asked who it was they said it was the ex-sheriff. When he asked what he sold they said it was one of the Sheriff Department's handguns and he sold it to himself. They also said that he apparently took possession of it in 2010 but didn't pay for it until 2011.
At the end of the meeting Belshan asked the administrator to get the handgun back.
I wouldn't have a problem with this if he paid a fair price but you can bet he tried to screw the county out of a couple more dollars. So what's a used Glock .45 going for these days?
And why doesn't the Tribune report this stuff? It's not like they even have to get up early and go to the meetings, they can just watch it on TV.

So does Harig have a FFL? Maybe he needs one, maybe he doesn't. I'm not sure about that one.

Minnesota Legal Compliance Item arising this year
Sale of County Property Criteria: Per Minn Stat 15.054, no officer or employee shall sell or procure for sale or possess or control for sale to any other officer or employee any property or materials owned by the County. If the property or materials are not needed for public purposes, the items can be sold to employees only after reasonable public notice at a public auction or by sealed response. The employee purchasing the property or materials cannot be directly involved in the auction or process of the collection of sealed bids.
Condition: County property was sold to an elected County official and a contractor without complying with the statutory requirements.
Context: The former County Sheriff sold two pistols, one to himself and one to the contracted Emergency Management Coordinator.
The items were two Glock 45s serial Fup141 and Fup 148 The county received $300 for each pistol on 1-28-11 Don't know if any clips were included.

300, getting a wholesale price. Is there a form 4473 on file for this? If he took possession after he left office wouldn't be a regular citizen?

Emergency Management Coordinator? Isn't that his buddy Mark Roche from the Fire Department? I wonder what else Harig sold to his friends and family? (besides the refrigerated tractor trailer he sold his brother)
I'm guessing the Tribune will eventually do a story and Harig will claim they weren't even worth $300 and he was doing the county a favor by selling them. And of course the Tribune will accept that answer.

I find it hard to fathom that the former head of an agency that gleefully pulls people over for missing license plate illumination lights and the like could be so ignorant of how improper and illegal this sort of activity is.
No wonder people have so little respect for law enforcement types these days.

It’s not like we’re talking a Decommissioned century old .38 revolver, I could understand the ex-sheriff forming an attachment to his service weapon. If the County had to replace that weapon he should have paid replacement cost. Now we’re talking two pistols! actually four, two taken two taxpayer replaced?
