Does anyone know what the city ordinance is or where I could find a city ordinance regarding planting shrubs/trees on property lines in the city? Or who to call regarding this?Our property line runs diagonally yet our neighbor planted evergreens on the place "he believes" the property line is, based on a metal detector. His garage and our driveway are close anyway. I can't find the ordinance concerning planting shrubs/trees on the side of your house. I had thought it was supposed to be 10' off of property line.

^^ stutter much?A survey is the only way you’re going to be sure, might cost you $200, might cost $800.

Try calling the city clerk. From your post it sounds like there may be a property line dispute. If that is the case then you will need to hire a surveyor to establish the actual property line. If is an easy one a few hundred bucks. If it’s not (plat errors, lack of markers, etc) it could be a lot more.
Most places it is allowed right on the property line.
Some neighborhoods in Albert Lea do have covenants tied to them that allow only certain trees. They may also limit planting locations.

Here in North Mankato they do the survey for free. When I put my fence in (we can put fences right on the property line) I just called up city hall and they sent someone out within a day or two. He put stakes down so we know right where the property line is.
