This is the Republican Governor of Maryland who had troops and riot police ready to move, the Senate had called him for help...he had to have Trump's authorization or the Secretary Defense...finally the Secretary of the Army said fuk this and outside the regular chain of command sent in the Guard and authorized the riot police....heads should roll starting with tRump
