Correct me if I'm wrong, but isn't there a law about what you can dump in the sewer or in the gutters?

I came home last night and noticed a paint tray leaning upside down on the street against the curb in the gutter next to a hose in my neighbors yard.  ???  This morning with the light I saw some paint in the gutter. So my neighbor rinsed out his paint tray in the gutter then left it there to dry.  I couldn't believe anyone would be that stupid.      I guess it shouldn't surprise me since the same neighbor rakes his leaves into the gutter and shovels his snow into the street.   :O

It's no wonder I want to move.

Leaves in the gutter? That's very dumb. Do you live in AL by any chance? Because what you're describing is white trash antics.  I've never seen a poor Mexican immigrant do stupid stuff like that. Perhaps poor Mexican people are cleaner and better than white trash of same.

Newbie - it's illegal in many places to dump paint in the gutter/water system, and I can't believe that the city ordinances would be different in AL.  I don't know with whom you should check... maybe a call to the police department to check ordinances, or City Hall?

This--after EVERY STORM SEWER GRATE IN THE CITY had a label put on it, advising not to pour things down the drain?

Your neighbor must be a complete moron, in which case you should keep your kids away from the property line, lock up your dog, pull the shades on that side of the house, and definately don't go over there for dinner or drinks,

OR

He's a Democrat, a product of untold failed and changing social experimentation in schools, with reading and comprehension problems  :p  (sarcasm),

OR

He's a Republican, who liberals say "wants" to poison the water and spoil the environment! :p  (sarcasm)

In either case, you will want to do all the things mentioned in the first case. :D

So what city agency should Newbie contact about this apparently persistent problem?  (Unfortunately, it's probably a little late to report it if you haven't already, unless this guy is a TRUE moron... but maybe it'll be handy to have on file for next time.)

If he does it again I'm going to take pics.  I'll go to the cities offices and show it to them.

What about neighbors with a lot of cars? Don’t you have to have a dealer’s permit if you have 7 or more vehicles on your property? As far as I know, they don’t even have to be yours. I know of a guy that has the following:
1 car and 1 motorcycle in garage
1 pickup and 1 girlfriend’s car, 1 renter’s car in driveway
1 rarely used car blocking his mail box, 1 job related company vehicle on the road
and he and his renter usually have friends parked there on weekends.
Forgive me if I’m wrong, but that adds up to 7 during the week and more on weekends. ???
