A right of way giving individuals other than the owner permission to use a property for a specific purpose.

That is a pretty broad question. I can only assume you me a land easement. In simple terms, let's say you want to build a garage and it is going to have to either come too close to your neighbor according to you r local zoning laws. In that case, if you have a nice neighbor, you can draw up an easement with him stating that he doesn't have a problem with that.
Sometimes a change it say, a roadway all of a sudden denies you access to, say, your field, you draw up an easement that allows acces to it.
One of the most common of large easements, is conservation easements. In these cases, a landowner will ease his land to a conservancy or such as the DNR. This allows development of habitat and wildlife reserves. It is sometimes done by a landowner to insure that after he has passed on, the land will remain in its wildlife state for many years to come.
I'd say, being how I've hardly touched all the different easement, and only on land easements, you type in the type you're wondering about in a search engine.

Maddog, your first example about building a garage that will not meet zoning ordinances would require a variance, which also requires proof of a hardship to why you cannot meet the zoning ordinance.
