I must say it one more time for the record. Paul Sparks will go down in history as the manager during Albert Lea's worst 25 year economic history. But it's not just that. He was also a poor manager and lacked people skills. No one person should ever manage a city for 4 successive years, let alone 25!
Now he pulls down 100K per year and has control of millions of dollars in assets. That's a problem. I don't want that man anywhere near the money.
